West Chester Township residents can weigh in on a proposed mixed-use development along Liberty Way at a public hearing Tuesday, Oct. 13. The trustees meeting starts at 5 p.m. at Township Hall, 9113 Cincinnati-Dayton Road.
The meeting agenda lists more than 30 items for Chair Ann Becker, Trustee Bruce Jones and Trustee Lee Wong. Three police grant authorizations, two state road-funding applications and a tax levy certification headline the business portion.
Police equipment grants
Three separate motions would authorize Township Administrator Amanda Ortiz to apply for or accept federal and state grants covering law enforcement equipment:
- Body-worn cameras. The board would authorize acceptance of funding through the Ohio Body-Worn Camera Grant Program. Gov. Mike DeWine created the program in 2021. In its fifth round, announced in February, the state awarded $4.4 million to 131 agencies statewide.
- High-visibility enforcement overtime. The board would accept a 2026–2027 grant from the Ohio Traffic Safety Office, which funds overtime shifts for traffic enforcement targeting impaired driving, speeding and seat-belt violations.
- Bulletproof vests. The board would apply for the U.S. Department of Justice's Patrick Leahy Bulletproof Vest Partnership grant, which reimburses local agencies for up to 50 percent of body armor costs. The federal application window closes Oct. 30.
The agenda does not list dollar amounts for any of the three grant requests.
Road projects
Two motions seek Ohio Public Works Commission (OPWC) grants for road work:
- LeSourdsville-West Chester Road widening (CIP 2138). A separate motion would approve an intergovernmental agreement with the Butler County Engineer's Office for the project.
- International and Spellmire rehabilitation (CIP 2228).
The OPWC released $392.8 million for local infrastructure in its most recent annual round. Fall 2026 applications will be scored for projects funded starting July 1, 2027. West Chester maintains more than 220 miles of road.
A third road-related motion would approve an intergovernmental agreement with the Butler County Engineer's Office for intersection improvements at Butler Warren Road and Tylersville Road.
Keefe Property public hearing
Trustees will hold a public hearing and first reading of Resolution 32-2026 on the Keefe Property (Case MC 09-26). Liberty Way Investments is seeking a major change and preliminary development plan for a 1.66-acre mixed-use project along Liberty Way and Oak Lane. The plan calls for restaurant, retail and commercial space, according to the township's legal notice.
The West Chester Zoning Commission heard the case Sept. 21.
Other notable items
- 747 Corridor moratorium. Emergency Resolution 33-2026 would extend the Cincinnati-Dayton 747 Corridor development moratorium to Dec. 31. The emergency designation would dispense with a second reading.
- Tax levy rates. Resolution 30-2026 would accept the amounts and rates set by the Butler County Budget Commission and certify the necessary levies to the county auditor.
- Safety center design. A $70,950 contract with Kleingers Group would cover architectural and engineering services for the West Chester Safety and Services Center Project.
- Winter supplies. The board will consider $166,323 to Cargill Inc. for road salt and $18,000 to Univar Solutions USA Inc. for calcium chloride for the 2026–2027 winter season.
Residents who want to speak during the Keefe Property hearing may attend in person at Township Hall.
