A Liberty Township contractor wants to build a two-story retail and office building on residentially zoned land at 6749 Station Road in West Chester Township, and the Board of Zoning Appeals will decide whether to allow it.

Hutsenpiller Contractors Inc. filed case BZA 26-21 seeking conditional use approval for an 80-by-60-foot building with retail on the ground floor and offices on the second floor, according to the BZA's Sept. 14 meeting agenda. The five-member board will hear the case at 6 p.m. Monday, Sept. 14, at Township Hall, 9113 Cincinnati-Dayton Road.

The land is zoned R-1 Suburban Residence. Retail and office uses are not listed as permitted or conditional uses in R-1 under the township's zoning resolution, meaning the BZA must grant a conditional use approval on a case-by-case basis for the project to move forward.

The application seeks approval for all site arrangement elements on the property, both new and existing, the agenda states. That language suggests the approval would encompass existing structures or uses on the site alongside the proposed new building, though the full application file has not been made public.

The Station Road address is home to Station Road Farm & Landscaping, a family-owned farm market, garden center and landscaping business that has operated there since 1968. It is unclear from available records whether the property has changed ownership or whether the farm operation would continue alongside the proposed building.

Bob Hutsenpiller, owner of Hutsenpiller Contractors Inc., is listed as the applicant. The company is based at 7404 Liberty One Drive in Liberty Township.

The hearing is open to public comment. Speakers must approach the podium, state their name and address for the record and limit remarks to the case under consideration.

The case comes after Liberty Township trustees in March 2026 rejected a rezoning request that would have brought the first commercial property to a residential block on Princeton Road, after dozens of residents packed the meeting in opposition.

If the BZA does not reach a decision Sept. 14, the next scheduled meeting is Wednesday, Oct. 14, at 6 p.m.
