West Chester Township residents could see a new finance director, a locked-in electricity rate and a six-figure economic development contract after the Board of Trustees meets Tuesday, Aug. 25, at 5 p.m. at Township Hall.
The meeting agenda lists Dana Pinkert as the proposed Finance Director at a bi-weekly salary of $5,384.62, which works out to roughly $140,000 annually over 26 pay periods. The hire would take effect Monday, Aug. 24, one day before the board votes. The agenda does not indicate whether Pinkert fills a vacancy or a newly created position.
Trustees Ann Becker, Bruce Jones and Lee Wong will also consider a $160,000 requisition to Gibraltar Development Corp. for consulting on community and economic development initiatives, filed under Capital Improvement Project 2187. No contract duration or specific deliverables are listed in the published agenda.
Emergency electric rate resolution
The most time-sensitive item is Emergency Resolution 23-2026, which would authorize Township Administrator Lisa D. Brown to sign a new electric aggregation agreement with Dynegy Energy Services, as recommended by Energy Alliances Inc., at a rate capped at 10.399 cents per kWh for up to 24 months.
The emergency designation means the resolution would take effect immediately rather than after the standard 30-day waiting period.
The township's current Dynegy aggregation rate is 9.299 cents per kWh, with the term running through December 2026, according to Dynegy's community page. The proposed cap is higher than that current rate but sits below Duke Energy's price-to-compare of 10.69 cents per kWh as of mid-August, according to ChooseEnergy.com. The agenda does not explain why the township is seeking a new agreement before the current term expires.
The program covers township residents and businesses. Cities and villages within township boundaries are ineligible.
Police vehicle, other spending
The agenda includes $56,438 to McCluskey Chevrolet for one police vehicle and $32,208 to Tri-State Public Safety for equipment to outfit it, a combined $88,646 under CIP 1654.
Other spending items: $11,224 to MP Digital LLC for user license renewals and $17,357.78 to Lexipol LLC for fire department policy and training subscriptions.
Additional items
Two properties would be declared public nuisances under a Community Development department memo. Addresses and violations are not listed in the published agenda.
The board will also vote on hiring Victoria Meagher as a communications officer/dispatcher at $2,152.09 bi-weekly, hiring Caleb Keeler as a laborer operator at $33.10 per hour effective Aug. 17, and accepting a right-of-way dedication along Aviation Way from NP West Chester MF Land LLC.
